- 아프간 사태의 교훈: 1) 아프간의 실패는 국경을 넘어 저개발 지역의 지하디즘 확대로 이어질수 있음, 2) 군사작전만으로는 지하디즘을 격퇴할 수 없고, 제대로 작동하고 정당성을 확보한 현지 정부가 제대로 작동하는 것이 유일한 대안임

Donors can offer advice and cash, but ultimately it is up to locals to build institutions that work. Unless existing states provide basic services and something resembling justice, the jihadists’ siren song will always sound seductive.
