- 중국 정부의 기술 산업에 대한 탄압은 국가의 안정 및 당의 권력 유지를 위한 통제와 사회의 번영을 결합시키기 위한 긍정적인 면이 있으나, 합법적인 절차(due process) 없는 정교하지 않은 규제는 실익보다 더 큰 리스크를 노출시킴

 . 리스크 1: 중국의 기술 업계를 재편하려는 시도는 해외에서 의구심을 가질 가능성이 큼
